QUALITY<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Abstract.<\/strong> The article is an economic reading of the current problems&nbsp;in education sector. It presents the results of a research of the relationship between quantitative and qualitative&nbsp;indicators of the educational system in Bulgaria. Based on the analysis of the empirical data major factors are identified that put pressure on schooling systems: demographic, financial, human resources. In this context the results of the functioning of the sector are summarized in three&nbsp;groups &#8211; in quantitative and qualitative terms, and social impact. The principal aim of foreign language examination, testing and assessment is language competency verification. The concept of competencies lies at the heart of educational policy, teaching and learning and pedagogic and didactic research in Europe. The Common European Framework of Reference for Languages, being the first instrument that contains a differentiated description of foreign language skills and the corresponding competency levels, has key significance for foreign language teaching and learning. Competency orientation must facilitate and improve learning in a school setting. The use of examinations, testing and assessment can serve different functions. In view of the importance of recognising achievement for development and enhancing the odds of each learner achieving success, assessment practice has always been a central theme in the discussion of educational matters.
